Rwanda’s Data-Center Market and the Kigali Hub

Kigali is Rwanda’s capital and sole primary commercial, IT, and data-center hub — home to the national digital infrastructure and the Kigali Innovation City. Import & Compliance

The Rwanda Utilities Regulatory Authority (RURA), established under Law No. 09/2013, regulates ICT and telecommunications equipment and mandates Type Approval (Regulation No. 012/R/STDICT/RURA/2021, gazetted February 2022) before any radio-frequency or wireless hardware may be imported or sold. Type approval applies to networking and wireless gear — not to passive server hardware such as CPUs, DRAM, HDDs, and PSUs, which carry no radio emitter. RURA accepts EU technical standards; lead time is typically 3–5 weeks and approval certificates are valid indefinitely. Customs is administered by the Rwanda Revenue Authority (RRA) via its iCMS/ASYCUDA system under the EAC Common External Tariff. ICT equipment and computers (HS 8471 and 8473) are generally treated as capital goods attracting 0% import duty — buyers should verify the exact duty band for their specific HS codes with RRA or a licensed customs broker, as final classification governs the applicable rate. Non-capital finished electronics can attract import duty up to 25–35% depending on classification. VAT of 18% applies on CIF value post-duty, alongside an Infrastructure Development Levy (1.5%), African Union Levy (0.2%), and Quality Inspection Fee (0.2%). Compliance note: Rwanda is not comprehensively embargoed, but on March 2, 2026 US OFAC designated the Rwanda Defence Force and four named senior generals as SDNs in connection with the DRC conflict. Civilian commercial IT sales to non-RDF entities remain permissible; standard SDN screening is required, and ICD will not transact where the end-user is the Rwanda Defence Force or a state military entity. Buyers should confirm current sanctions status, export-control eligibility, and exact duties with a licensed customs broker before each shipment.
