Mogadishu: Somalia’s Data Center and IT Hub

Mogadishu is the federal capital, largest city, and primary commercial and IT hub of Somalia. It houses the Somalia National Data Center, a government facility under the Ministry of Communications and Technology that was nearing completion as of mid-2025, as well as the headquarters of major banks, telecom operators, and IT firms. The country’s data center landscape is anchored by Hormuud Telecom Somalia, which operates 11 data centers with approximately 10 MW of capacity, up to 95% solar-powered during daylight hours, and in December 2024 announced AI-focused green data center expansion. Import & Compliance

Telecom and IT equipment imports are regulated by the National Communications Authority (NCA) of Somalia, established under the Communications Act of 2017. Radio and Telecommunications Terminal Equipment (RTTE) — a category that the NCA’s guidelines list as including network equipment such as servers, switches, routers, and modems — requires NCA Type Approval certification before legal import or sale. Applicants must submit a Type Approval Certificate from an NCA-recognized national regulatory authority together with technical documentation; no in-country testing is required and internationally accredited test reports are accepted. Certificates are valid for three years, renewable. Customs is administered by the Somalia Revenue Directorate under the Ministry of Finance via the SOMCAS automated system, with duties assessed on CIF value. A flat 10% customs duty applies to consignments valued at USD 500 or less; duty rates for higher-value consignments are set out in the Somali Customs Tariff Law of 2022 by HS code. Buyers should confirm current duty rates for specific HS codes (including IT hardware under HS 8471 and 8473) and applicable sales tax with a licensed customs broker before each shipment, as rates may vary. On sanctions: the OFAC Somalia program (31 CFR Part 551) is targeted at specifically listed individuals and entities — it is not a country-wide embargo, and standard commercial IT equipment such as Dell, HPE, Lenovo, and Cisco server parts is not prohibited. US EAR/BIS dual-use export controls apply; buyers should confirm export-control eligibility, ECCN classification, and end-user requirements with a licensed compliance advisor before each shipment.
