Import & Compliance

The Pakistan Telecommunication Authority (PTA) is the national telecom regulator. Under current PTA type-approval exemptions, servers, storage devices, switches, and firewalls are explicitly exempt from type approval — standard enterprise server hardware does not require PTA certification. Customs classification and tariffs are handled by the Federal Board of Revenue (FBR) through WeBOC at import. Server hardware falls under HS Chapter 84 (PCT codes 8471/8473); customs duty ranges by sub-heading, plus Additional Customs Duty, 18% import-stage sales tax, and income and withholding taxes that vary by filer status. Enterprises registered inside Special Technology Zones (STZA) receive full customs and sales-tax exemption on capital-goods imports through June 2035. On export controls, the US Bureau of Industry and Security issued a final rule effective December 26, 2024 placing new licensing requirements on specific items destined for Pakistan under ECCNs 1B999, 2A992, 2B999, 3A992, 3A999, and 6A996 — these cover industrial and measurement equipment such as particle accelerators, certain valves, oscilloscopes, and magnetometers, not standard commercial server hardware. That said, Pakistan's export-control environment is active. Buyers should confirm current export-control eligibility, applicable ECCNs, and exact duties and taxes with a licensed customs broker and qualified export-compliance counsel before each shipment.
