Import & Compliance

Singapore is a free port: server hardware classified under HS 8471 (automatic data processing machines) carries 0% customs duty, as only intoxicating liquors, tobacco, motor vehicles, and petroleum products are dutiable. GST (the VAT-equivalent), administered by IRAS, is 9% effective 1 January 2024, applied on the CIF value of all commercial imports with no de minimis relief for commercial consignments; GST-registered importers can claim input tax credit. The Infocomm Media Development Authority (IMDA) is the competent authority for telecom and IT equipment imports via Singapore Customs’ TradeNet system. Pure wired servers require no IMDA pre-approval, but any server with built-in wireless or radio components (Wi-Fi, LTE, Bluetooth) requires IMDA equipment registration under the Dealer and Equipment Registration Framework, and the importer must hold a valid Telecommunication Dealer’s Licence. A Singapore Customs circular issued on 8 April 2025 requires the final destination country of goods to be declared, not just the consignee address — a due-diligence obligation ICD takes seriously for server hardware containing advanced chips, following the February 2025 charging of three individuals for masking servers’ actual final destination. Buyers should confirm current sanctions, export-control eligibility, and exact duties and taxes with a licensed customs broker before each shipment.
