Kinshasa: DRC’s Data Center and IT Hub

Kinshasa is the DRC’s capital, largest city and primary commercial and IT hub, with the Limete and Gombe districts hosting the main enterprise IT activity. Two operational data centers are located here: OADC Texaf Digital Kinshasa, a joint venture between Open Access Data Centres and TEXAF, is the DRC’s first Uptime Institute Tier III certified open-access, carrier-neutral facility — 1,500 sqm of IT white space, 2MW capacity, 550+ racks and 12+ connected carriers, with the banking sector its leading adopter. Raxio DRC1, inaugurated on 22 August 2024 in Limete, represents a USD 30 million investment offering 1,542 sqm, 1.5MW of IT power and 400 racks with Uptime Institute Tier III certification. These facilities are driving server hardware demand from colocation tenants. The DRC government launched the Plan National du Numérique 2026–2030 with a total budget of approximately USD 1.5 billion (USD 1 billion in public investment plus USD 500 million in committed external-partner support), anchoring a national digital-transformation agenda for Central Africa.

Import & Compliance

Telecom and ICT equipment imported into the DRC requires type-approval certification from the Autorité de Régulation de la Poste et des Télécommunications du Congo (ARPTC, arptc.gouv.cd) before it may be sold or used. Under ARPTC Arrêté No. 34 (July 2022), certificates for computing equipment such as computers, printers and tablets are valid for three years, while certificates for devices connected to a public network are valid for five years; the approval process takes approximately 6–8 weeks and requires technical documentation. Customs are administered by the Direction Générale des Douanes et Accises (DGDA). Buyers should confirm current sanctions, export-control eligibility, and exact duties and taxes with a licensed customs broker before each shipment.

Logistics

DHL serves the DRC with a confirmed service point in Kinshasa (Avenue du Haut Congo, Gombe). Coverage of secondary cities such as Lubumbashi, Goma, Kisangani and Bukavu should be confirmed with DHL directly before each shipment, as service availability in eastern DRC can be subject to security conditions. Aramex maintains an office at 4739 Avenue de l’Equateur, Gombe, Kinshasa. The primary air gateway for tech imports is Kinshasa N’Djili International Airport (FIH), while the Port of Matadi on the Congo River — connected to Kinshasa by Route Nationale 1 — is the main maritime import gateway for western DRC.
