Capacity set by contracts, not by a plan

The mismatch is structural rather than a failure of planning.
Expansion is the instrument that fits
What does fit the timescale is growing what is already racked — additional memory, additional drives, another controller, more network capacity. That turns a capacity decision into a parts order, which can be executed in the window a contract award actually allows, and it scales down without stranding anything. The whole approach depends on one thing: the components added have to match what is installed exactly.
Which is where it usually fails
Memory of the right capacity but the wrong rank or speed. Drives that will not join an existing array without a rebuild. A controller at a firmware level the rest of the estate is not at. Each of these is entirely avoidable by specifying against the installed configuration rather than the model name, and each of them otherwise costs a weekend at exactly the moment there is least slack. Adding capacity without buying a refresh
Expanding an existing platform with matched components is the only way to add capacity on a contract timescale, and it depends entirely on the added parts being identical to what is installed.
