Modernisation adds systems faster than it removes them

Uzbekistan has moved quickly on digitisation across government and the large enterprises around it, and the visible result is new platforms going into service. The less visible result is that very few of the systems they replaced have actually been switched off. The new platform carries the live work; the old one carries everything that came before, and the date on which it can be powered down keeps moving.

Why the parallel run outlasts the project

A migration project is scoped around the current workload and it finishes. The historical data behind that workload is a separate problem, with its own cost and its own risk, and it is almost always deferred. So the old platform stays available, queried occasionally, needed rarely but absolutely when it is needed, and it drifts out of the project plan entirely.

Unattended is not the same as retired

What makes this position uncomfortable is not the age of the equipment but its status. A system that everyone considers decommissioned but nobody has decommissioned has no budget line, no support contract, no monitoring anyone reads and no named owner, while still holding records the organisation may be obliged to produce. The first sign of trouble is usually that it has already stopped.

The small commitment that closes it

Establishing that parts exist, and holding the two or three components whose failure would take the platform down outright, converts an open-ended risk into a managed one at very low cost.
