A recovery time you cannot audit

A large share of Nicaraguan enterprise infrastructure is maintained under contract by an external party, which is a sensible arrangement for organisations without a large internal team. It also creates a specific blind spot: the response time in the agreement rests on the contractor having the right components available, and the client has no way to see whether they do.

Assertion versus verification

This is not about bad faith. A contractor maintaining many clients on similar equipment holds stock against the whole portfolio rather than against any one estate, which is efficient and is exactly how it should work. The difficulty is that "we hold spares" can be true in general and false for the one controller revision your platform actually uses, and nobody discovers which until the failure happens.

Holding a few of the highest-failure items yourself sits alongside a maintenance contract rather than duplicating it — the contractor still performs the work, but the part is already in the building.
