The Maputo Market

Maputo is Mozambique’s capital and its primary commercial, financial and IT hub, with most data center operators, banks, telecom headquarters and government ministries based in the city or in adjacent Matola. Import & Compliance

Telecommunications, broadcasting and RF-capable equipment in Mozambique is regulated by INCM (Instituto Nacional das Comunicações de Moçambique). For server hardware with wireless or RF capability — embedded NICs, LTE or Wi-Fi management modules, IoT components — INCM type-approval (homologação) is mandatory before the equipment can legally enter or operate; certificates are valid for eight years and a typical lead time from complete documentation is 4–6 weeks. Equipment without an INCM Declaration for Import or homologation certificate is prohibited at the border. Passive, pure-compute hardware with no wireless interface is not subject to type-approval but still clears through the Autoridade Tributária de Moçambique (AT). Customs is processed via the Electronic Single Window (JUE), and Positive List goods require pre-shipment inspection by Intertek. Import duty on goods entering Mozambique ranges from 0% to 20% on CIF value depending on HS classification; server hardware and components may qualify for lower bands, but exact rates for a specific HS code should be verified against AT’s published tariff schedule before shipment. VAT (IVA) is 16% on CIF value plus applicable duty. Buyers should confirm current exact duty rates, any applicable surcharges, and all import documentation requirements with a licensed customs broker before each shipment. Mozambique is not subject to OFAC comprehensive country sanctions or a US arms embargo; standard US EAR end-user and end-use due diligence — including screening against the Consolidated Screening List — applies to every shipment, as it does worldwide.
