Consolidation merges estates before it rationalises them

When public bodies, health districts or municipal organisations combine, the infrastructure arrives long before any plan for it does. What was several independent estates becomes one responsibility overnight — different vendors, different generations, different support positions, different people who understood them, several of whom have moved on. The rationalisation follows over years. The obligation to keep all of it running starts immediately.

The most important systems move last

Migration sequencing is where this becomes a hardware problem. The workloads that move first are the ones that are straightforward and demonstrate progress. The ones carrying regulatory weight, clinical data or statutory obligations wait — for a proper window, for a validation, for a quieter quarter that never quite arrives. The result is that the oldest and most sensitive platforms are also the ones running longest without an OEM contract behind them.

Timetables slip in one direction

Every consolidation programme assumes the legacy estate is temporary. Very few are temporary for as short a period as planned. Treating the interim as a defined period with a defined support position, rather than as a few months of tolerated risk that keeps being extended, is the difference between a controlled migration and one driven by a failure.
