A platform with more than one country on it

Fiji hosts systems that serve well beyond its own borders. Regional organisations, financial and telecommunications infrastructure, and shared services for smaller Pacific states run on platforms located here, because building the equivalent in each jurisdiction was never viable. The practical consequence for whoever operates that platform is that its availability requirement is not set locally.

There is no maintenance window that suits everyone

A platform serving one organisation can be taken down at a convenient hour. A platform serving several countries has to find a window that works across different working weeks, public holidays and regulatory expectations simultaneously, and in practice no such window exists. Planning helps with upgrades, which can be negotiated. It does not help with failures, and failures are where the real exposure sits.

The participants have nowhere else to go

This is the part worth stating plainly rather than assuming. Smaller participants adopted a regional platform because a local alternative was not affordable, which means they hold no fallback of their own. An outage here does not degrade their service; it ends it, for as long as the outage lasts, with nothing local to switch to. The availability requirement is therefore considerably higher than the size of the operating organisation would suggest.

What that argues for, and what ICD holds

Components that permit a repair while the platform continues to run: the second power supply, drives inside protected volumes, the array controller with its battery, and optics on active paths. We stock these across Dell, HPE, Lenovo, Cisco and IBM including for long-superseded generations, identify each from its serial, test it, and stand behind it for one to three years.

Supplying a platform several countries depend on

A regional platform cannot be taken down to suit one participant, so the components that permit a live repair are the ones that matter, and they have to be in the building. We pick them out from the serial and send them by express courier from Cairo, agreeing the likely arrival window shipment by shipment.
