Decisions carry their assumptions forward

Much of the enterprise infrastructure on Curacao was sited and specified on a reasonable premise: that severe tropical storms are uncommon at this latitude compared with islands further north. That premise shaped choices that nobody revisits — which floor the plant room is on, how much fuel is held, whether the building was constructed to any storm specification, how quickly resupply was assumed to be possible.

The assumption is invisible once it is built in

This is what makes it difficult. A facility does not announce which risk profile it was designed against; it simply behaves well until it meets conditions outside that profile. Nobody wrote down "we are assuming this will rarely be tested", because at the time it was not an assumption, it was the obvious fact of the matter. It only becomes visible as an assumption when it stops being true.

Most of the design is now fixed, and one part is not

Siting, construction and plant location are settled for the life of the building, and revisiting them is a capital project most organisations will not undertake on the strength of a shifting probability. What is not fixed, and costs very little, is what sits on the shelf. An estate that can be restored by somebody already in the building does not depend on the assumption about resupply at all.

The three that decide whether it restarts

A matching power supply, drives for the live volumes, and the array controller battery. Those three account for most failures that prevent a system coming back after a power event, and each can be fitted by a competent person who is not a hardware specialist. ICD holds them across Dell, HPE, Lenovo, Cisco and IBM including long-retired generations, identified from the serial, tested, and covered for one to three years.

When the design assumption has moved

An estate whose physical protection was specified against a milder historic risk needs the components that let it recover locally, because the assumption that it would rarely be tested no longer holds. We identify what fits from the serial and send it by express courier out of Cairo, with the window agreed per shipment.
