The failure mode that is not an outage

Most planning for unreliable electricity is built around interruption: the power stops, something takes over, service continues. That is a clean, well-understood event and equipment handles it well. Sustained under-voltage is a different phenomenon and it is considerably harder on hardware, because nothing ever stops and therefore nothing is ever treated as having happened.
