Under those regimes equipment is not simply property. It is an asset admitted under specific terms, recorded, and accountable: what came in, what it replaced, what left, and when.

Which turns a parts purchase into a records question

Replacing a failed controller in an ordinary commercial estate is a technical event with an invoice attached. Replacing the same controller inside a regime like this is also a reconciliation. The incoming component has to be identifiable, the outgoing one has to be accounted for, and the paperwork has to support both. A part that arrives with a thin invoice and no serial is not cheaper; it has simply moved the cost from procurement to whoever maintains the asset register.

The serial is the administrative instrument

This is why serial numbers matter here for a reason that has nothing to do with engineering. Records under these regimes are kept per asset, and a model number describes a class of thing rather than a specific one. Only a serial discharges the reconciliation cleanly. A supplier who ships identified units makes the administration routine; one who ships a described category makes it an investigation.
