Harare: Zimbabwe’s Data-Center and IT Hub
Harare is Zimbabwe’s capital and its primary commercial, banking, telecom, and IT hub, home to the country’s leading data-center operators. Africa Data Centres (ADC) runs a Harare facility rated at 1.2 MW total power with redundant UPS, backup generators, and HVAC climate control, part of the pan-African ADC group. State-owned TelOne operates its Harare Data Center at 107 Union Avenue plus a Mazowe facility, built in partnership with Huawei to a Tier III standard with a 99.98% uptime SLA, offering colocation, VPS, Storage-as-a-Service, and Disaster-Recovery-as-a-Service. Zimbabwe’s postal and telecommunications sector revenue reached USD 1.0 billion in 2024, up from USD 997.2 million in 2023, with active internet and data subscriptions growing approximately 11% year-on-year to 12.49 million by December 2024 (POTRAZ Annual Sector Report 2024) — a clear signal of expanding infrastructure demand.
Import & Compliance
Telecom equipment type approval in Zimbabwe is regulated by the Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ), established under the Postal and Telecommunications Act (2000). Networking equipment with wireless or radio capability requires POTRAZ certification, with a typical lead time of four to eight weeks, certificates valid indefinitely, and ETSI test reports accepted. Customs and tax administration is handled by the Zimbabwe Revenue Authority (ZIMRA). Buyers should confirm current VAT and import duty rates applicable to their specific HS codes directly with ZIMRA or a licensed Zimbabwe clearing agent before each shipment, as rates are subject to change; as a reference, the standard VAT rate rose from 15% to 15.5% effective January 2026. Zimbabwe’s Consignment Based Conformity Assessment (CBCA) program (S.I. 35 of 2024, effective March 2024) requires a pre-shipment Certificate of Conformity for regulated product categories including HS 8471 (data-processing machines and units); buyers should confirm with a CBCA-accredited body — such as Bureau Veritas, Cotecna, or Intertek — whether their specific shipment requires a Certificate of Conformity. On sanctions and export controls: the US OFAC Zimbabwe country-level sanctions program was terminated effective March 4, 2024 (EO 14118), with regulations removed from the CFR on April 17, 2024; however, on the same date OFAC designated 11 individuals including Zimbabwe’s President under Global Magnitsky sanctions, and those individual designations remain active. ICD runs standard Consolidated Screening List checks per transaction. Buyers should confirm current sanctions exposure, export-control eligibility, and any licensing requirements with a licensed compliance specialist before each shipment.
Logistics
Both major couriers are present: DHL Global Forwarding operates in Zimbabwe with an office at 168 Herbert Chitepo Avenue, Harare, alongside DHL Express, while Aramex operates from Stand 18339 Mukuvisi Woodlands, Harare. Air cargo arrives via Robert Gabriel Mugabe International Airport (HRE), approximately 15 km south of Harare. As Zimbabwe is landlocked, sea cargo enters primarily through the Port of Beira, Mozambique (approximately 580–620 km via the Forbes/Machipanda crossing), with the Port of Durban, South Africa as a secondary route.
Who We Serve
We support Zimbabwe’s fastest-growing infrastructure sectors. Telecom operators are modernizing aggressively — Econet Wireless upgraded over 1,012 sites with 4G high-capacity base stations and deployed 32 5G base stations in Harare during 2024, driving server and storage demand. Strive Masiyiwa’s Cassava Technologies, which is closely associated with Econet’s broader group, announced a USD 720 million plan to build AI factories across Africa using NVIDIA GPUs, targeting deployment by late 2026, which is accelerating data-infrastructure investment across the continent. Government digitization under the Smart Zimbabwe 2030 Master Plan and Vision 2030 is advancing e-government and e-procurement, including the PRAZ eGP system piloted in October 2023 and targeted for full rollout across all procuring entities by January 2024. Mining is a major driver: Zimbabwe’s mineral exports reached USD 5.9 billion in 2024, with ongoing automation and digitization programs creating ERP, SCADA, and on-site server demand across mines. Banking and financial services, led by mobile-money platforms such as EcoCash, continue to expand back-end infrastructure. For each of these, ICD delivers the genuine server spare parts that keep critical systems running.
