Turkey's Data Center Market

Istanbul is the heart of Turkey's enterprise IT landscape, hosting approximately 21 of the country's roughly 32 active colocation data centers. The national market is anchored by a strong roster of operators, including Turkcell (the largest operator nationally by IT power capacity), Türk Telekom, NGN, PenDC, Telehouse Istanbul, Vodafone Turkey, Radore, DataCasa, COMnet Solutions, DigiCloud, and Garanti Server. Equinix has operated in Istanbul since October 2017, when it acquired the Zenium facility for USD 93 million (now Equinix IL2, with a build-out capacity of up to 21 MW). The wider Turkish IT market reached USD 20.8 billion in 2024, up from USD 16.9 billion in 2023, while the data center segment was valued at roughly USD 715 million in 2025 and is projected to reach USD 1.79 billion by 2031 at a 16.56% CAGR. Installed data center IT load is targeted to grow from 66 MW in 2025 to 140 MW by 2030.

Import & Compliance

Turkey's ICT sector is regulated by the BTK (Information and Communication Technologies Authority). The legacy BTK type-approval permit was abolished in November 2020 and replaced by CE-marking and RED Directive compliance; products with radio functions, such as wireless NICs or management cards with WiFi, still require CE marking under the EU Radio Equipment Directive. A Cybersecurity Presidency, established in January 2025 under a Presidential Decree, holds authority over government IT procurement and critical-infrastructure security. Customs is administered by the Turkish Ministry of Trade, and the EU-Turkey Customs Union has been in force since 1996. Network equipment HS codes listed in ÜGD annexes may require a formal out-of-scope declaration via the TAREKS system before customs clearance. No foreign company can self-import: a locally registered Turkish Importer of Record is legally required, so ICD ships to a Turkish IOR entity or local distributor. Buyers should confirm current sanctions, export-control eligibility, and exact duties and taxes with a licensed customs broker before each shipment.

Logistics

ICD ships into Turkey through Aramex (registered locally as Aramex International Hava Kargo Ve Kurye AS, with an Istanbul office in İkitelli) and DHL Express, which operates cargo facilities at Istanbul Airport (İGA). Air freight moves via İGA, while sea entry runs through the Port of Ambarlı in Istanbul and the Port of Mersin on the Mediterranean coast.
