Import & Compliance
Importers should plan around two authorities. The Tanzania Communications Regulatory Authority (TCRA) is the national ICT and telecom regulator and mandates Type Approval for electronic communications equipment imported for connection or access to Tanzania’s public communications networks, and for wireless equipment; the process typically takes 3–6 weeks and requires technical specifications, test reports, a Declaration of Conformity, and product photos. Purely wired server hardware used solely for data processing may fall outside TCRA’s type-approval scope, but importers should confirm the applicable product classification directly with TCRA before each shipment. Since May 2023, all imported electronic communications equipment must also undergo pre-shipment inspection to confirm it has not reached end-of-life, with confirmed-EOL equipment subject to an advance eco-levy fee. The Tanzania Revenue Authority (TRA) handles customs and import duties. VAT is 18% on CIF plus duty and levies for non-EAC-origin goods. Servers under HS 8471 are treated as capital goods under the EAC Common External Tariff and Tanzania’s ITA commitments, but importers should verify the applicable rate against TRA’s tariff schedules or with a licensed customs broker before each shipment, as classifications can change. Additional levies include a 2% Railway Development Levy on CIF (effective July 2024 under the Finance Act 2024), a 0.6% Customs Processing Fee on FOB, and 1.6% Wharfage on CIF. Exemptions on qualifying ICT capital goods may be available via the Tanzania Investment Centre. Buyers should confirm current export-control eligibility and exact duties and taxes with a licensed customs broker before each shipment.
