When the cost of an hour is measured in output

Taiwanese industrial IT operates under a constraint that commercial data centres do not share. The systems supporting manufacturing execution, process control interfaces, quality data capture and logistics are not adjacent to the business — they are inside the production process, and an interruption to them is an interruption to output that cannot be recovered by working later.

That reorders the spares question entirely

In a commercial environment, the calculation on holding a spare weighs capital tied up against the probability and cost of downtime, and frequently concludes that ordering on demand is fine. Where an hour of stoppage is measured in units that were not produced, that calculation stops being close. Holding the components that would halt production becomes obviously correct, and the only real question is which components those are.

Process systems are kept longer and changed less

Equipment embedded in a production environment is also, for good reasons, the hardest to change. Its configuration has been validated against the process, the people who understand it are not interchangeable, and any modification carries a requalification cost. So it stays — past the vendor support horizon, past the point where the model is still sold, running because it works and because changing it is worse.
