There is no established colocation or managed-hosting market in the country: enterprise compute infrastructure is operated in-house by individual organizations such as telecom operators, banks, UN and NGO agencies, and oil companies. The infrastructure picture is improving — South Sudan now benefits from an international fibre link to Kenya (completed in December 2021 via a Kenya–Juba backbone route), which has helped reduce internet costs and supports growing data-service demand, signaling an uptick in investment despite a nascent market driven largely by donor-funded and operator capital expenditure.

Import & Compliance

General server and compute hardware without radio or wireless functions is administered by the South Sudan Revenue Authority (SSRA), Customs Division (customs.eservices.gov.ss). The National Communication Authority (NCA), established under the National Communication Act 2012, mandates type approval only for communications terminals, network, wireless and radio equipment — assessed for EMC, frequency range and power output, with applications typically reviewed within six to eight weeks. South Sudan applies the East African Community Common External Tariff (four bands: 0%, 10%, 25%, 35% on CIF value). Buyers should confirm current import duty rates applicable to their specific HS codes — including HS 8471 (automatic data-processing machines) and HS 8473/8517 (parts and network components) — with a licensed customs broker before each shipment, as applied rates can vary. A sales tax of 18% on imported goods applies under the current Financial Act. Note that South Sudan’s customs administration is nascent and enforcement outside Juba is variable; additionally, an electronic Import Permit (e-IPL) became mandatory for all imports from May 2026 and must be obtained in advance of shipment. On compliance: US OFAC maintains a targeted South Sudan sanctions programme against named individuals and entities — not a country-wide embargo — so we screen every end-customer against the OFAC SDN list. South Sudan also remains on the FATF list of jurisdictions under increased monitoring (grey list), requiring enhanced due diligence on financial transactions.
