Procurement cycles outlast support windows

A great deal of French enterprise and public-sector hardware arrives through formal procurement: a tender, a framework agreement, a defined supply term. That process is deliberate, documented and slow, and it produces infrastructure that is well specified and consistently deployed. It also produces a predictable gap, because the agreement that delivered the equipment covers a term, and the equipment carries on working long after the term ends.

The contract ends before the hardware does

When a framework expires, several things stop at once: the supply route, the negotiated support arrangement, and frequently the relationship with the integrator who deployed the estate. None of that affects the servers, which continue to run the workloads they were bought for. Replacing them requires a new procurement cycle, which requires a business case, a specification and a timetable — and meanwhile the estate has no parts entitlement behind it and no obvious owner for the problem.

That equipment therefore stays in production, keeps mattering, and eventually passes the vendor's support horizon while still carrying regulated work.
