Thermal Interface Material Is a Consumable

The compound between a processor and its heatsink exists to fill microscopic gaps that would otherwise be air, and it is designed to be applied once to a clean surface. Once a heatsink is lifted, that layer has been disturbed. Pressing the same heatsink back down onto the same compound does not restore the contact it had, and the machine leaves the repair with a thermal path that is worse than the one it arrived with.

The Delay Is What Hides the Cause

The deficiency only manifests when sustained heavy load drives the processor to a temperature the compromised interface cannot carry, at which point the processor reduces its own frequency to protect itself.
