Yes. The East Africa card names Rwanda at four to six days door-to-door from Cairo, so there is a published figure rather than a per-order estimate. Clearance is quoted on its own.
The cores are physically present and no longer activated. On Power systems capacity can be shipped installed but inactive, with the right to use it recorded as an entitlement tied to the hardware identity held on the board. Replace the board and you have replaced the thing that identity lived on. The processors are untouched; the permission to run them did not come with them.
It is not obvious, and it is easy to treat a board as an interchangeable component. From a repair standpoint it looks like one: the frame powers up, the hardware is detected, the system runs. The reduction appears in usable capacity rather than as an error, so it is often noticed by a capacity alarm or a user complaint rather than by the engineer who did the work.
Restoring an entitlement against new hardware identity is an administrative process, not a hardware one, and it is materially harder on a platform past its support date because the route to do it may no longer be straightforward. The frame powers up, the hardware is detected, the system runs. What changed is not the hardware inventory but the record of what the frame is permitted to use.

Installed Capacity and Activated Capacity Are Different Things

Power systems have long been sold with capacity physically installed and not switched on, so it can be brought into use later without an outage. The right to use it is an entitlement, and that entitlement is recorded against the identity of the machine, which is held in hardware. The processors are one thing. On any platform where capacity is not licensed that reasoning is completely correct, and the engineer applying it has done nothing wrong. The consequence is invisible during the repair and appears afterwards as reduced usable capacity.

The recovery is administrative, and harder once support has lapsed

Re-establishing an entitlement against a new hardware identity is paperwork rather than engineering, and on a platform past its support date the channel for that paperwork may be slow or effectively closed. So the moment to deal with it is before the swap, while the existing state can still be read off the machine. Afterwards, the evidence of what you were entitled to has left the building with the old board.
