The expander or backplane in that enclosure is probably at a level that predates the capacity you are fitting. Addressing a drive means understanding how it reports its size, and hardware written before very large capacities existed can misread them, commonly wrapping to a much smaller figure. The drive is healthy and the shelf is describing it incorrectly.
It is worth establishing which, because both exist. On some enclosures an expander firmware level exists that adds support for larger capacities, which is much the cheaper answer. On others the addressing limit is in hardware and the shelf will never see the full size, in which case the honest advice is a different drive or a different enclosure.
It is possible and it is a poor idea. An array built while the shelf is misreading capacity will have to be rebuilt once the reading is corrected, and a mixed set where some members are misreported is exactly the condition that produces surprises during a rebuild. Better to resolve the addressing first.
The enclosure model and its current level, plus the capacity you intend to fit. We supply expanders, backplanes and enclosures as well as drives, so the answer can be the cheap one where the cheap one is real.

Addressing Capacity Is a Function of the Enclosure, Not the Disk

A drive reports its size, and the expander or backplane in front of it has to interpret that report. Hardware and firmware written when the largest available disks were far smaller can misread modern capacities, often wrapping to a much lower figure. The disk is behaving correctly. The component reading it is producing a wrong answer confidently.

Sometimes firmware, sometimes silicon

On some enclosures a later expander level adds support for larger capacities, which makes this an inexpensive fix. On others the limit is in the hardware itself and no update will change it, and the only honest advice is to fit a capacity the shelf can address or to replace the shelf. Establishing which case applies before buying a set of disks is the whole value of asking.

Building on a wrong reading compounds it

Using the drives at the reduced size is technically possible and creates work. Any array built while the shelf is misreporting will need rebuilding once the addressing is corrected, and an array whose members are inconsistently reported is precisely the situation that behaves unpredictably during a rebuild. The tidy order is to fix the reading, then build.
