It is. Rwanda is named on the East Africa card at four to six days door-to-door from Cairo, and Kigali is served on that lane. Clearance time is quoted separately from the transit figure.
Check the memory operating mode in firmware. A board can be set to mirror memory, or to hold a rank in reserve against a failure, and in those modes a substantial portion of what is installed is deliberately not presented to the operating system. The modules are all present, all healthy, and all counted by the firmware. The operating system is being shown what the mode allows it to see.
Not necessarily. Those modes exist to survive a memory failure without an outage, which on hardware past its support date can be exactly the right trade. The problem is not the mode; it is buying capacity without knowing the mode is set, then finding half of it reserved. It should be a decision rather than a discovery.
Because it was usually set at commissioning, by someone following a build standard, years before the current team. It produces no symptom in normal running: the machine is simply a machine with that much memory. Nothing prompts anyone to ask why, and the specification sheet in the asset record shows the installed figure rather than the usable one.
The current mode and the existing population, not just the part number and the target capacity. Those two facts tell us whether adding modules will yield what you expect. We would rather tell you the mode is limiting the upgrade than ship memory that changes nothing visible.

Firmware Decides How Much of the Memory the System Sees

A server board can be configured to use memory in modes other than simply presenting all of it. It can mirror, holding a second copy so a failing module does not bring the machine down. It can reserve a rank as a standby. In each case a meaningful share of installed capacity is withheld from the operating system by design. Every module is working. The total the operating system reports is the total the mode permits.

This is a feature working correctly

These modes exist so that a memory fault degrades rather than halts, and on hardware with no vendor support behind it that is often a deliberate and sensible posture. The failure here is not technical, it is informational: capacity was purchased against the installed figure while the machine was operating against the usable one, and nobody reconciled the two before the order.

The setting outlives the people who chose it

The mode is set once, at build, by someone applying a standard. It then produces no symptom whatsoever, because a machine with a given amount of usable memory simply behaves like a machine with that amount. Asset records capture what was installed. Years later a different team sizes an upgrade from that record, and the mode is not in the conversation because nothing has ever brought it up.
