Boot order, cold starts and the Cameroon lane.

Five to seven days door to door. Cameroon is named on our published West Africa card and Yaounde is served on that lane, with clearance quoted separately from the band.
The boot order almost certainly lists network boot ahead of the local disk, and the service it is trying to reach no longer exists. The machine is not stuck or broken. It is doing what it was told: try the network first, wait for the timeout, and only then move on. Where the timeout is long or the attempt retries, the practical effect is a machine that never finishes starting.
Because it was first when the machine was built. Provisioning a server over the network is a normal way to install it, and the order is frequently left as it was afterwards. It costs nothing while the provisioning service exists and the machine is never cold-started. Both of those conditions eventually change.
There is nothing to log. Firmware is following its configured order and reporting no error, because failing to find a network boot server is an expected outcome rather than a fault. The machine is simply not yet at the point where an operating system exists to record anything.
Correct the boot order so local disk is first, and make sure there is a management path to reach a machine that stalls before the operating system loads. We supply management hardware for ThinkSystem generations no longer sold, because without it this fault requires somebody standing at the rack.

After a power cut, some servers come back and some do not. The ones that do not are frequently not faulty at all. They are waiting, patiently and exactly as configured, for a network boot service that was switched off years ago by people who had no reason to think anything still depended on it.

The Boot Sequence Is Set Once and Almost Never Revisited

Installing a server over the network is a normal way to build it, and it requires network boot to come first. After installation that order is usually left alone, because it is harmless: the local disk is found on the second attempt and the machine starts. The cost is a few seconds per boot, and a production server is rarely cold-started, so nobody ever pays it.

Two conditions change quietly

The provisioning service is eventually decommissioned, and at some point the power fails. Neither event is connected to the servers in anyone mind. But a machine looking for a service that no longer answers waits for a timeout, and where that timeout is long or the attempt repeats, the machine effectively does not start. It is not hung; it is waiting.

No log exists because nothing has failed

Firmware is doing precisely what it was configured to do and finding no boot server, which is an expected outcome rather than an error. The operating system that would record something has not started. So the estate is left with machines that are powered, healthy and unavailable, with nothing anywhere explaining why, and the diagnosis requires seeing the console.
