Import & Compliance
Libya's telecom and ICT sector is regulated by the General Authority for Communications and Informatics (GACI; cim.gov.ly), with overarching policy held by the Ministry of Communications and Informatics. ACI pre-registration requirement (in force from November 2024): All containerised import shipments to Libya now require an Advance Cargo Information (ACI) number, obtained via aci.customs.gov.ly at least 48 hours before cargo loading at the port of departure.
