Modes are chosen during commissioning, for the workload of the day. Workloads change: a partition that needed guaranteed capacity becomes bursty, or a bursty one becomes steady and latency-sensitive. The mode does not follow, because nothing prompts a review and the partition continues to work.

Licensing can decide it

Some software is licensed against the processors a partition is able to use rather than the ones it actually uses, which means moving a partition between modes can change what is owed. That makes this a commercial question as much as a technical one, and it is worth establishing before a change rather than discovering it at an audit.
