Forwarding and Management Are Different Machines

A switch forwards traffic in hardware. Anything that is not forwarding — management sessions, routing protocol messages, monitoring polls, telemetry — is handled by the control-plane processor. Because that processor is a shared and finite resource, it is protected by a policing mechanism that discards traffic arriving faster than a configured rate. This is why a device can stop answering you while moving production traffic without a single dropped frame.

The Limits Were Written for a Smaller Estate

Policing rates are configured against expected volumes, usually at commissioning. Estates then accumulate monitoring: more systems polling, shorter intervals, additional telemetry streams, new management tooling, each added by a different team for a good reason. The aggregate control-plane load grows well past what the policy anticipated, and at that point the protection starts discarding — without any way to know that the packets it drops are the ones an engineer is using to log in.

Telling this apart from a dying supervisor

The signature is specific and it is diagnostic. Data traffic is completely unaffected, management is intermittent, and the intermittency tracks busy periods rather than temperature, uptime or anything else that would suggest failing hardware. German operators who have replaced a supervisor on these symptoms and seen no change have usually met this, because the replacement inherits the same configured limits and the same monitoring load.

The counters answer it directly

Control-plane policing records its drops. Reading those counters converts a suspicion into a measurement and distinguishes a capacity limit from a hardware fault without spending anything. It is worth doing before a supervisor is ordered, because the outcome frequently changes what needs buying — or whether anything does.
