Cooling Is a Sealed Path, Not a Volume of Air
An enterprise frame does not simply blow air through a box. Cooling is zoned and ducted, with air directed through populated positions so that it passes the components needing it. That design depends on the path staying sealed. An unoccupied position without a filler is an opening, and air will take the easiest route available to it.
Less Equipment, Worse Cooling
Removing a drawer or a module reduces the heat produced and simultaneously breaks the path that delivers cooling to everything left. These are separate effects and the second frequently outweighs the first. The counterintuitive result — a frame with less in it running hotter than before — is exactly what makes this hard to accept when it is first suggested.
