IBM End-of-Life Support in Kuwait
A core banking platform cannot be maintained on demand. Changes happen inside windows that are agreed in advance, scheduled around settlement and reporting obligations, and effectively bounded by what the regulator and the business will tolerate. Everything else about supporting that platform is subordinate to the calendar — including, and especially, how parts are obtained once IBM has withdrawn support for the generation it runs on.
Lead time is the wrong measure
Outside a regulated change regime, a three to four day lane is a good answer to "how fast can you get it here". Inside one, it is close to irrelevant. What matters is whether the component is on site, tested and staged before the window opens. A part that ships quickly but arrives two days after a slot closes has not saved any time at all; it has waited for the next slot, which may be a quarter away, during which the platform runs with a known fault and a documented risk.
Staging is the pattern that fits
For a platform that can only be touched on a schedule, the right approach is to work backwards from the window. Identify the components likely to need attention, obtain and test them well ahead, complete clearance while there is no pressure, and have them physically present before the slot begins. That converts the window from a race into a planned piece of work, and it removes both shipping and customs from the critical path. It also changes what a support agreement is for: less an emergency response service, more a scheduling and staging function.
Clearance belongs before the window, not during it
Kuwait requires clearance through a locally authorised agent presenting an official letter of representation together with a letter from the end user, and industrial spare parts fall under a separate import licensing regime. None of this is difficult. All of it takes time, and it takes time at exactly the moment when there is none. Settling the agent relationship, the end-user documentation and the licensing position while nothing is broken is the single highest-value preparation for a regulated estate, and it is the step most often left until a failure forces it.
Schedule replacements ahead of the summer, not into it
Summer ambient temperatures in Kuwait are among the highest recorded anywhere and electrical demand roughly doubles against the winter baseline.
