That means retaining an unpatched client specifically to administer infrastructure, which inverts the reason the algorithms were retired. It also decays: each year the preserved client is further behind and harder to justify.

The fix needs a path that is not the broken one

Updating the management firmware resolves it, and the update is normally delivered through the interface that cannot be reached. Breaking that circle usually means local access at the machine or an alternative update path, which for Libyan sites outside the main centres is a scheduling question as much as a technical one — and a reason to handle it before it is urgent.
