Dell Memory in Nigeria — USD-Invoiced RDIMM for Tier-1 Bank Fleets
The CBN forex unification in June 2023 took the official Naira rate from NGN 460/USD to the NGN 1,500-1,700 band where it has settled through 2025, a roughly 70% depreciation that rewrote the economics of every IT refresh cycle in the country. Zenith, GTCO, Access, FBN and UBA had just finished the 2017-2019 Dell 14G rollout on Finacle and Flexcube when the forex wall hit; extending that fleet to 2027-2028 is now the only sane strategy while capex is rebuilt. We USD-invoice Dell DDR4 RDIMMs directly from Cairo into Lagos Murtala Muhammed Cargo (LOS) via DHL Express in 4-6 business days, with SONCAP and PAAR documentation pre-filed. Form M reference numbers matched against the importer of record on arrival. Domiciliary USD accounts accepted for payment.

Why DDR4 RDIMM Dominates Nigeria’s Next 36 Months
The banks are not refreshing to 16G/17G platforms at scale — the USD landed cost is prohibitive and the existing R740/R740xd fleets still carry the Finacle workloads competently. What they need is memory density upgrades: 32GB RDIMMs swapped for 64GB and 128GB LRDIMMs, enabling twice the VM count per chassis without a full server replacement. A full 24-slot R740xd upgrade from 384GB to 768GB of DDR4-2933 runs roughly USD 4,500-6,000 on refurb OEM Dell parts — a fraction of the NGN-equivalent cost of a new R770.
SONCAP and NCC — What Applies and What Does Not
Dell memory modules are HS 8473.30 (parts of automatic data processing machines) and clear under SON’s SONCAP regime with a PVoC report. NCC Type-Approval is NOT required for memory — that regulator governs RF and wireless equipment (APs, modems, SIM gateways). ICT equipment duty is 5% on CIF; the 7.5% FIRS VAT applies on (CIF + duty + levies). Pre-Arrival Assessment Report (PAAR) is the gating document — we file it with our consolidator in Lagos before the DHL shipment leaves Cairo.
The Tier-1 Bank Angle
Zenith Bank’s ATM switch and core banking cluster run on Dell R740xd with the exact DDR4-2933 RDIMM SKUs in our Egypt stock. GTCO’s Finacle estate is similar. Access Holdings runs a mixed Dell/HPE footprint. A typical quote to a Nigerian Tier-1 bank includes USD total, DHL air freight line-item, PAAR + SONCAP + NCC (if networking present) certification matrix, and 90-day ICD warranty on every module. Banks typically settle via LC through their domiciliary USD account — no Naira FX volatility on our invoice.
Lagos Customs Clearance Detail
LOS Murtala Muhammed Cargo typical clearance for PAAR-pre-filed IT parts is 2-5 business days. Abuja ABV is the secondary option for Federal government and NITDA-linked shipments. We do not use Apapa or Tin Can sea ports for server parts — 3-6 week delays make them uneconomic. Nigerian English spellings on all paperwork (colour, organisation).
